Learning & Skills
“In the 21st century, our natural resource is our people – and their potential is untapped and vast. Skills will unlock that potential.” - Leitch Review, December 2006
The development of learning and skills is fundamental to the economic and social well-being of the UK and Europe. Building policies and infrastructures that can support the level of development required is now a major priority.
Across Europe, governments are seeking to build systems that can meet the needs of businesses and individuals in a variety of ways. These include: developing a better understanding of education and training; reforming the accreditation and qualification systems to encourage flexibility in the labour market; extending the definition of learning to encompass informal learning; and developing robust planning and quality assurance systems.
ECOTEC can help you:
- Find and implement practical solutions;
- Gather a clear picture of supply and demand in learning markets and help to identify business skills needs;
- Evaluate education and training programmes, and recommend how they can be developed to meet your objectives;
- Develop sustainable policies that meet the needs of the economy and of diverse communities;
- Determine where your policy should head in the future and assess the quality of provision, provider capacity and capability development.
Service Portfolio: Delivering the PLUS strategy for the Youth Justice Board
The PLUS Strategy is the Youth Justice Board’s literacy and numeracy strategy for young people at risk of (re-)offending. It is a partnership between the Youth Justice Board, DfES and Arts Council England (all of whom fund the project) and is an integral part of the ‘Skills for Life’ Strategy.
PLUS works with young people aged up to 18 and with practitioners in a range of settings such as custody, pupil referral units, schools and learning support units, FE Colleges, Intensive Supervision and Surveillance Programmes, Youth Offending Teams and preventative programmes.
The PLUS strategy has five key strands: Resources; Learning & Development; Information and Advice; Research and Evaluation; Promotion and Advocacy.
ECOTEC’s role as TA Unit is to:
- Provide assistance to young people who have not achieved in line with their mainstream peers in relevant and innovative learning programmes.
- Produce an extensive and unique range of learning materials designed to tackle the literacy and numeracy needs of young people.
- Mobilise local networks in the effective design and delivery of educational programmes for young people at risk within a multi-disciplinary context.
Manage the Technical Assistant Unit to ensure faithful implementation and to quality assure outputs and processes.
