The aim of fuller employment, improved skills and better jobs, especially for socially and economically excluded people, underpins all ECOTEC's research and consultancy work. Through work for major government departments, ECOTEC has helped shape the solution to key policy challenges in this area.
For example, we have recently reported to DWP on methods to improve access to Jobcentre Plus services for people with communication barriers – including people with disabilities and people with English as a second language –groups for whom access to work is key.
ECOTEC has also been supporting DWP in the development of the City Strategy Business Plans, a central element of employment strategy in the pathfinder areas, being rolled out nationally in the near future.

Service Portfolio: Second External Interim Evaluation of Culture 2000
ECOTEC was commissioned by the European Commission, Directorate-General for Education and Culture to undertake this evaluation of the European Commissions flagship culture programme from May 2005 – June 2006.
Our evaluation was intended to establish the relative success of the programme in achieving these aims and how efficient and effective it had been in doing so. The evaluation methodology involved extensive consultation with stakeholders and beneficiaries through web- and e-mail surveys, interviews and case studies along with a detailed analysis of programme procedures, documents and data.
The evaluation supported the Commission case for the continuation of EU-level cultural co-operation programmes by highlighting the positive contribution made towards cultural exchange in Europe and the fostering of a shared European cultural heritage.
By supporting cultural co-operation projects the programme ensured that "even greater number of European citizens have been given the unique opportunity to meet and explore the cultures of their European counterparts". Recommendations made during the evaluation are now directly influencing the implementation of the Culture 2007-2013 programme, with improvements made to: project assessment and selection processes; applicant feedback; and the exploitation and dissemination of programme outputs and results.
