Monitoring & Evaluation

This is an essential stage of all projects - and we are able to provide an independent viewpoint, where it is needed, of both the performance and impact of interventions. 

At ECOTEC we are able to use a range of monitoring and evaluation tools to answer our clients’ questions such as “Will it work?”, “How is it doing?” and “What difference has it made?”. “It” might be one of a number of things: a project, an entire funding programme, an action plan, a strategy or a policy. Whichever it is, we have a vast experience upon which to draw, and can develop an approach that meets the particular needs of each individual situation. What is more, we can tell you what is working well (and not so well) and “how” and “why” things are as they are. We hope our clients will be able to use our findings to inform their future work, and we are often asked to formulate recommendations on this basis.

Service Portfolio: Interim Evaluation of Scotland Europa

Scotland Europa was established as a Scottish Enterprise subsidiary in 1992 to provide an informed base in Brussels for Scottish organisations with activities related to the European Union.  Since devolution in 1999, Scotland Europa has operated "Scotland House" in Brussels – a physical presence comprising key partners including the Scottish Executive, Scottish Parliament and Highlands and Islands Enterprise. ECOTEC were commissioned to evaluate Scotland Europa - the 'face' of Scottish Enterprise in Brussels.  Among many issues, we also assessed the alignment between the aims and activities of Scotland Europa and those of Scottish Enterprise as a whole. The added value of the 'Scotland House' facility was also considered. Our work involved a series of consultations with Scotland Europa and Scottish Enterprise stakeholders, member organisations of Scotland Europa, resident organisations of Scotland House and key individuals from other representative offices in Brussels.

 

The study has been used by Scottish Enterprise to help improve the quality of service to the members of Scotland Europa, devise a detailed evaluation programme for future use and to support the decision to retain and strengthen their presence in Brussels.
