Region Portfolio: Workforce development plan for Primary Care in Doncaster
Human Resources at Doncaster Central, East and West Primary Care Trusts (PCTs) suspected that an ageing population and potential gaps in the workforce may lead to impacts on health service delivery. Doncaster has an ageing population of predominantly white British facing health problems related to the industrial decline of the region.
The PCTs face shortages in entry-level roles across the Trusts, in admin and clerical and support workers. Gaps were also evident in C and D grade nurses and staff working in district nursing said they were also experiencing gaps and shortages. There was a shortage of health visitors and midwives and more GPs were required to meet the populations' needs. The PCTs also believed that young people were not being attracted to work for the PCT in entry level roles.
Our research helped the PCTs to find out exactly where the gaps were and develop strategies to fill these gaps. It provided them with strategies to tackle this. The project involved face-to-face interviews with stakeholders at the three Trusts, and focus groups with internal staff. ECOTEC also conducted interviews with external staff including people from the education sector: the Learning and Skills Council, policy makers, Connexions and JobCentre Plus.
Our research has been used to identify and share good practice in meeting the long-term health needs of people in Doncaster. The plan we produced helped the PCTs to understand the composition of their workforce and allow them to tackle shortages or gaps within the workforce. Our analysis and consultancy services helped to show the PCTs how to respond to the findings and develop recruitment strategies and employment marketing.
